It's pretty undocumented, but I believe anything related to the game's video settings is controlled by that file. 1.
This happened to me twice in Far Cry 5 - after hitting shift-tab, the mouse stopped working (I even tried plugging in a back-up mouse). The first time I had to kill myself to get rid of the problem. The second time around, I found this post. You, sir, are a lifesaver!

Press ESC and there should be an option in the menu. I think it might be disabled when you're on a story mission, I'm not certain of that though.
